On April 28, 2026, a landmark advancement in East African tourism took place as Uganda and Tanzania entered into significant strategic partnerships. During a dynamic industry roadshow held at the Hyatt Regency in Dar es Salaam, high-level representatives from both nations signed memoranda of understanding designed to foster cross-border tourism initiatives and promote the region as a single, cohesive destination for world travelers.

Driving Collaboration for Tourism Growth

The event was expertly organized by the Uganda High Commission in Dar es Salaam, bringing together government officials, tourism professionals, and various private sector stakeholders from both Uganda and Tanzania. Centered around the theme “Promoting Regional Tourism Partnerships & Business Linkages,” this roadshow highlighted pivotal discussions on joint marketing efforts, private sector involvement, and cohesive branding strategies. Elizabeth Allimadi, Uganda’s Deputy High Commissioner to Tanzania, underscored the importance of collaborative destination promotion, asserting it would enhance the international visibility of both nations’ tourism sectors.

MOUs Promoting Joint Tourism Initiatives

During this roadshow, two distinct memoranda of understanding were established, forming the basis for formal cooperation between key industry bodies. The first agreement united the Zanzibar Association of Tour Operators with the Uganda Tourism Association, while the second linked the Tanzania Association of Tour Operators with the Uganda Tourism Association. These strategic frameworks pave the way for initiatives such as shared marketing strategies, business networking development, comprehensive tourism packages, capacity-building programs, and information exchange regarding market trends.

The Tanzania Association of Tour Operators, in existence since 1983, encompasses over 400 licensed operators, covering a significant proportion of Tanzania’s organized safari offerings. The Uganda Tourism Association, on the other hand, acts as an umbrella organization that coordinates nine member associations, alongside two affiliate groups, within Uganda’s tourism ecosystem.

A New Philosophy for Regional Tourism

Wilbard Chambulo, Chair of the Tanzania Association of Tour Operators, articulated a transformative shift in the regional tourism narrative, emphasizing that Uganda and Tanzania should be viewed as collaborative partners rather than competitors within the global tourism marketplace. However, he pointed out that infrastructure remains a considerable barrier, particularly regarding travel durations between key destinations. Chambulo noted the lengthy travel time from Arusha to Selous as particularly detrimental to visitor experience and called for enhanced transportation solutions, like extending the Standard Gauge Railway and improving domestic flight connectivity.

On this point, Isa Kato, Vice President of the Uganda Tourism Association, challenged stakeholders to take action, urging them to implement policy agreements into effective cross-border partnerships that yield benefits for tourism operators and travelers alike. Additionally, Andreas Simion from the Pan-African Tourism Board highlighted this partnership as an opportunity to showcase East Africa as a unified travel destination. This collective marketing could allow visitors to enjoy multiple countries within single itineraries, ultimately amplifying revenue and job creation across the tourism sector.

Diverse Tourism Assets and Package Creation

During the event, Francis Nyende, Marketing Manager of the Uganda Tourism Board, showcased Uganda’s unique tourism offerings, such as mountain gorilla trekking, Big Five safaris, specialized birding programs, and various primate tracking activities. These attractions harmoniously complement Tanzania’s strong wildlife tourism environment, creating fertile ground for enticing multi-destination travel packages that embody the rich biodiversity and cultural diversity of East Africa.

Urgency of Infrastructure Development

Despite ongoing efforts, stakeholders acknowledged that many of Tanzania’s attractions remain underexploited, primarily due to transportation and connectivity issues. There is a pressing need for investments in infrastructure, as smooth travel between attractions is crucial for capitalizing on the economic potential of tourism collaborations. Industry experts recognized that better connectivity could not only enhance visitor satisfaction but also stimulate exploration across multiple destinations within East Africa.

Aligning with East African Community Goals

The collaboration between Uganda and Tanzania aligns seamlessly with broader East African Community initiatives aimed at establishing a cohesive regional branding and marketing strategy. In line with this, the East African Community unveiled its “Visit East Africa – Feel the Vibe” promotional campaign at ITB Berlin 2026, promoting attractions across eight partner states, including Rwanda, Kenya, and Burundi. This regional tactic seeks to bolster East Africa’s standing as a viable option against established safari hotspots while harnessing the diverse landscapes, fauna, and cultural experiences.

Networking and Future Opportunities

The roadshow culminated in targeted business-to-business networking sessions that encouraged direct engagement among tour operators, accommodation providers, and destination marketing organizations. As an extension of these efforts, attendees were invited to the upcoming Pearl of Africa Tourism Expo from May 21-23, 2026, at Commonwealth Resort Munyonyo in Kampala, where Uganda will showcase its tourism assets and foster further industry collaboration.

Moreover, the European Union Mission in Uganda has teamed up with the Uganda Tourism Board to introduce the 2026 Pearl of Africa Tourism Expo Awards. This initiative aims to honor outstanding achievements in innovation, sustainability, and excellence within Uganda’s tourism industry, thus elevating service standards and promoting sustainable practices across the region.
