
Exciting developments are underway in the Hirakud area of Odisha, as the state government embarks on an ambitious initiative to transform this picturesque region into a premier sustainable tourism hub. This innovative plan aims to harness the natural beauty of the Debrigarh Wildlife Sanctuary and the extensive Hirakud reservoir, creating an eco-friendly destination that appeals to both domestic and international travelers.
Central to this transformation is the establishment of a specialized governing body, temporarily named HIRAKUD. This entity is designed to manage and oversee the design and execution of extensive development activities, ensuring a coherent approach to tourism growth in the region. Drawing inspiration from the successful Statue of Unity Area Development and Tourism Governance Authority in Gujarat, the HIRAKUD authority will oversee land-use, hospitality infrastructure, environmental compliance, and safety measures at the dam.

The development plan covers an extensive area of about 5,130 square kilometers, integrating parts of both Sambalpur and Jharsuguda districts. This space has been strategically divided into three operational zones, aimed at ensuring targeted infrastructure growth.
Zone-1, which surrounds the Hirakud dam and the edge of Debrigarh Wildlife Sanctuary, is set to feature high-end hospitality venues including luxury hotels, floating hotels, and premium tent accommodations. Additionally, visitors will enjoy modern recreational amenities such as cruise hubs, a dam museum, a ropeway network, and exclusive golf retreats. The Jawahar Udyan park will also undergo significant renovations, incorporating a thrilling zipline adventure for the more daring tourists.
Zone-2 stretches from the dam area to the National Highway, focusing on commercial hospitality and convention infrastructure. Plans include an elaborate golf course, adventure tourism spots, camping sites, and a dedicated airstrip to boost air travel access for luxury visitors.
Finally, Zone-3 targets the islands and waterfronts near Jharsuguda, proposing the development of eco-resorts, houseboats, landscaped public promenades, and nature parks. A mining museum and various cruise options will showcase the unique natural and cultural heritage of western Odisha. The master plan also envisions six hotel districts to accommodate a growing influx of tourists.
Several flagship projects within the master plan are already in motion, supported by significant allocations from the state budget. The Arrival Plaza and Dam Museum are currently under construction, with an investment of Rs 75.17 crore. This modern facility will include dining options, shopping areas, observation decks, and interactive exhibits, with an anticipated completion date of March 2027.
In addition, the Light and Laser Symphony project has been approved with a budget of Rs 36.09 crore, which will create an entertainment venue with amphitheaters, landscaped gardens, and advanced laser projections. Construction is expected to follow the same timeline, aiming for completion by March 2027.
This transformation extends beyond just modern amenities; it also embraces the region’s rich spiritual heritage. The historical Samaleswari Temple is undergoing an extensive redevelopment funded by Rs 96.35 crore, with 37% of the work already complete. Other significant religious sites like the Huma Temple and Ghanteswari Temple are similarly benefiting from restoration and enhancement efforts.
Moreover, a proposed Energy Technology Experience Centre, funded by NTPC with an investment of Rs 100 crore, aims to serve as an educational hub focused on modern energy technologies. This center will offer interactive exhibits, technology showcases, and VR experiences, appealing to tourists, students, and researchers alike.
The Debrigarh Wildlife Sanctuary is also receiving a considerable upgrade to enhance its status as a top eco-tourism destination, with a budget of Rs 40.04 crore. Modern safari vehicles, specialized cruise boats, and eco-tented accommodations will be introduced, significantly improving tourism facilities.
The expansive nature of this master plan requires collaboration across multiple government departments and public enterprises. Key industry partners are joining forces to bring various infrastructure components to life. Mahanadi Coalfields Ltd will set up a unique mine museum and eco-park, while the Indian Port and Railways Corporation will oversee the engineering of a planned ropeway. Additionally, the Inland Waterways Authority of India is coordinating support for water transport channels, ensuring a sustainable, compliant development model across the state.
