To tap into this potential, a coalition of government and industry leaders is advocating for significant enhancements to the maritime travel infrastructure. Key players have submitted pivotal suggestions to both the Union Tourism Ministry and the Ministry of Ports, Shipping, and Waterways, recognizing that strengthening the nation’s infrastructure is essential for attracting international cruise lines.
The country is blessed with a panoramic coastline and an extensive network of rivers, making it an ideal candidate for both seafaring and river-based tourist activities. Experts argue for the revamping of existing maritime facilities into cutting-edge terminals that can accommodate a greater influx of international and domestic travelers. Addressing current infrastructural and regulatory hurdles is vital for realizing these ambitions and making Indian ports competitive on a global scale.

Industry veterans are urging rapid operational enhancements to better cater to cruise tourists. Sanjay Basu, the former Senior Vice President of the Adventure Tour Operators Association of India, highlighted the urgency of recruiting multilingual guides at major docking points. Such initiatives are integral to improving visitor experiences and facilitating smooth communication for global guests. Additionally, streamlining visa processes has been underscored as a critical factor in drawing international cruise operators to India.
During discussions, it became clear that local maritime initiatives could significantly bolster regional economies. Basu echoed the sentiment that promoting both domestic and international voyages could lead to considerable job creation, benefiting sectors such as manufacturing and hospitality. There is a consensus within the industry that an increase in maritime tourism can revitalize local economies, necessitating a structured state support system to maximize these benefits.
Tourism expert Rajnish Kaistha, Senior Vice President of the Indian Association of Tour Operators, examined the economic impact of increasing passenger vessel traffic. It was found that cruise tourists contribute significantly to local economies during short stays at various ports. Typically, these visitors spend on hospitality, local transportation, and artisanal crafts during their two to three-day excursions.
The economic gains from these multi-day stopovers are crucial in ensuring that the benefits of tourism are equitably shared among local service providers, artisans, and hospitality workers. To further enhance this revenue stream, experts recommend improving transportation systems for sightseeing tours, which would create seamless connections from maritime terminals to cultural and historical attractions. Upgrading transport networks in the vicinity of major ports is, therefore, a critical strategic focus.
The Ministry of Ports, Shipping, and Waterways has launched the Cruise Bharat Mission, a comprehensive initiative aimed at positioning India as a leading global cruise destination. This mission aims for a remarkable twofold increase in passenger traffic and the frequency of vessel visits by 2029. Such ambitious targets are supported by strategic financial allocations and regulatory changes that incentivize foreign cruise lines to include Indian ports in their routes.
Recent statistics indicate a positive trend in passenger volumes over the past fiscal years. For instance, during the fiscal year 2024-25, the total number of sea cruise passengers reached 492,362, with projections for the 2025-26 term showing significant growth as well. River-based travel has also seen explosive growth, with passenger numbers skyrocketing from 435,163 in 2024-25 to over 2.9 million in the following year, underscoring the rising interest in this mode of travel.
The extensive coastline of 7,500 kilometers, managed through 12 major ports and about 200 minor ports, provides a solid framework for growth in maritime tourism. Complementing this coastline is a network of over 20,000 kilometers of navigable inland waterways that connect approximately 400 river systems across 110 designated national waterways.
This intricate geographical layout allows for simultaneous development of coastal and inland tourism experiences. With various states, Union Territories, and about 1,300 islands along these waterways, the potential for diverse, specialized itineraries is immense. Enabling infrastructure development in these unique locales promises to shift the focus toward sustainable, water-based tourism within India’s broader tourism strategy.
India is also establishing international collaborations aimed at boosting inland river tourism in the South Asian region. A significant agreement between the Inland Waterways Authority of India and the Government of Bangladesh facilitates synchronized river travel along the Indo-Bangladesh Protocol route. This partnership allows vessels to navigate through jointly designated waterways, providing travelers direct access to culturally and historically rich sites along these routes.
It is expected that the activation of this Indo-Bangladesh route will open up new transnational river tourism opportunities, interlinking the historic and ecological wonders of both countries. By promoting these unique river circuits, India and Bangladesh aim to strengthen their diplomatic ties while fostering economic development in bordering regions. This collaborative approach integrates commercial tourism with heritage preservation, exemplifying a holistic vision for water resource management.
