Initially slated for a 42-month completion, the project experienced multiple delays due to challenges including the COVID-19 pandemic and various geological issues. Now, with the project fully transferred from the Japanese contractor Hazama Ando Corporation to the national authorities, this infrastructure will soon improve mobility between Kathmandu Valley and Dhading, providing vital relief to daily commuters and freight transporters.

Overcoming Challenges: The Road to Completion

Construction commenced on October 21, 2019, but faced setbacks impacting its timeline. Issues ranged from workforce disruptions caused by the pandemic to unexpected geological conditions along the mountainous route. Nevertheless, the structural work has wrapped up, and preparations are underway to ensure the tunnel can open safely to the public. Essential operations like safety testing and system checks are actively being carried out to validate the tunnel’s readiness.

The long-term operations of the tunnel have been awarded to a collaborative company called Yusin-ART JV. This partnership will supervise the tunnel for a duration of five years with a focus on:

  • Maintenance of the 2.8 km access roads connecting the capital and Dhading.

Introducing a Revolutionary Toll System

The tunnel’s launch will see the introduction of a fully automated toll collection system utilizing RFID technology. Vehicles will be equipped with an N-Tag system linked to bank accounts, allowing toll fees to be deducted automatically as they pass through the electronic gates.

Key components of this system include:

  • A required prepaid balance of Rs 2,000.
  • Integration with 13 Class ‘A’ commercial banks.
  • Plans to add more banking partners in the future.
  • Alternative payment options through QR codes and Fonepay for those without tags.

All toll proceeds will be deposited daily into the Road Board Nepal account, ensuring financial clarity and oversight.

Structured Toll Rates for Diverse Vehicles

A well-defined toll structure has been established based on vehicle type and direction:

  • Cars and Vans: Rs 65 when heading to Kathmandu, Rs 60 to Dhading.
  • Minibuses, Light Trucks, Tippers: Rs 115 inbound, Rs 80 outbound.
  • Buses and Standard Trucks: Rs 260 inbound, Rs 200 outbound.
  • Heavy Trucks and Lorries: Rs 600 inbound, Rs 250 outbound.

With traffic forecasts indicating thousands of daily crossings, the system will particularly benefit passenger vehicles and freight transport.

Safety Measures and Operational Restrictions

Launching under the Nagdhunga–Sisnekhola Tunnel Traffic Operation Directive 2024, strict usage regulations have been enforced:

  • Pedestrians banned.
  • Motorcycles and three-wheelers prohibited.
  • Non-motorized vehicles not allowed.
  • Vehicles carrying flammable materials restricted.

Consequently, these vehicles will continue utilizing the existing surface road infrastructure, prioritizing tunnel safety.

Innovative Engineering and Structural Facets

The tunnel spans:

  • Main tunnel length: 2,688 meters.
  • Emergency escape tunnel: 2,557 meters.
  • Integrated safety features for evacuation procedures during emergencies.
