Unlike conventional commuter options, this premium service will require an additional fare while offering reserved seating, thus providing travelers a comfortable journey especially suited for those carrying luggage or embarking on lengthy trips.
Future plans include further service extensions during the 2030s via the Toei Asakusa Line and the Keikyu Line, facilitating a seamless high-quality rail connection between Narita and Haneda Airports. The new strategy will vastly enhance rail capacity along the route between Narita Airport and Tokyo. Post-expansion, Keisei Electric Railway could operate as many as six surcharge-based limited express trains every hour in each direction, which will include the freshly introduced express service in conjunction with the existing Keisei Skyliner train that links Narita to the Ueno district.

By the time runway extensions and other projects are completed around fiscal 2029, the airport is projected to process roughly 500,000 aircraft take-offs and landings annually, marking a 50 percent increase from present operations.
Annual passenger volume is also expected to surge to about 75 million, which translates to an approximate 1.8 times increase compared to current levels. Without pivotal rail improvements, transport planners caution that congestion on several routes could exceed 150 percent of capacity by the mid-2030s.
Passenger demand for rail services connecting to the airport is forecasted to experience a rise of about 50 percent when compared to fiscal 2023.
