
In an exciting move towards modernizing its transportation landscape, Poland has launched an official tender aimed at revolutionizing its high-speed rail network. This initiative focuses on the construction and design of vital traction substations that will serve as the backbone of energy infrastructure for new high-speed rail corridors. Managed by Centralny Port Komunikacyjny (CPK) under the Port Polska railway investment programme, the tender is a significant technical advancement that will facilitate automated electrification for trains capable of reaching speeds up to 350 km/h.
The initiated tender will specifically cover traction installations on the progressive high-speed rail sections, including the Warsaw–Centralny Port Komunikacyjny–Łódź segment and the Łódź–Wrocław segment. Interested companies and consortia will need to submit their applications by a set deadline, which will be followed by the selection of qualified bidders for further competitive consultations. This ambitious project includes intricate engineering, connection planning, construction, and testing of substations that will support a pioneering 2×25 kV alternating current (AC) traction standard, replacing the old 3 kV direct current (DC) compatible with conventional lines.
This high-speed rail development is a vital aspect of the overarching Port Polska Programme, a state-backed initiative designed to create a comprehensive transport hub connecting air, rail, and road networks across Poland. Central to this strategy is the envisioned Centralny Port Komunikacyjny, a multimodal transport interchange intended to link Warsaw and Łódź, creating a major node for international air travel and connecting rail services. The network, branching out from this hub, aims to link major urban centers such as Łódź and Wrocław, thus forming a “Y-shaped” high-speed railway system designed for faster travel times and improved national connectivity.
The successful operation of high-speed trains necessitates reliable electrical infrastructure capable of delivering high-voltage power. The upcoming traction substations will convert electricity from Poland’s transmission grid to meet the overhead power requirements. This upgrade aligns with the targeted operational speeds of 350 km/h, signifying an essential advancement for Poland’s railway electrification strategy while adhering to European high-speed rail standards.
As part of the tender, the selected contractor will be tasked with providing three primary traction substations, strategically located at significant points along the planned railway corridors:
Additionally, the tender includes the option for constructing two extra substations that can be activated on either route. This feature enhances redundancy and flexibility in power distribution, essential as the rail network continues to expand. The entire setup is designed to support the new 2×25 kV AC traction system, marking a significant technical upgrade in Poland’s railway electrification.
An essential aspect of this project is the successful integration of the traction substations with the national energy transmission network managed by Polskie Sieci Elektroenergetyczne (PSE). Previous agreements between CPK and PSE have laid the groundwork for establishing grid connections that will supply high-voltage electricity, crucial for meeting the power requirements of electrified rail services.
The roll-out of these traction substations is part of a phased approach to the broader high-speed rail system. The Warsaw–Łódź section is anticipated to commence operations, coinciding with the operational launch of the new Centralny Port Komunikacyjny airport in the early 2030s. As construction continues, the substations will progressively come into service, enabling staged electrification and trial runs.
This investment in traction infrastructure sets the foundation for additional future tenders that will focus on signaling, telecommunications, and track systems, crucial for a fully operational high-speed rail network.
The establishment of traction substations and accompanying electric systems presents numerous advantages for Poland’s transportation network and overall economy. Electrified high-speed rail offers a lower-emission alternative to traditional car and air travel, aligning with national sustainability goals by reducing dependence on fossil fuels. Enhanced rail connectivity is expected to stimulate business investment, improve workforce mobility, and strengthen economic relationships between significant urban areas.
Poland’s adoption of European-standard voltage and grid systems positions its rail network for seamless integration with international corridors, catering to cross-border services and trans-European transport projects in the future.
The competitive dialogue tender process is officially open, inviting interested companies to submit their expressions of interest by the designated deadline. Following the application phase, qualified contenders will be evaluated, with up to seven participants entering detailed discussions with CPK to establish final design criteria, milestones, and timelines before contract awards.
Securing this contract marks a crucial step in Poland’s commitment to developing a high-speed rail infrastructure, underpinning the nation’s vision for a future defined by fast, electrified rail connectivity.
