Passengers sailing on the Carnival Jubilee, departing on May 16, 2026, and the Carnival Breeze, set to leave on May 18, 2026, should be aware of potential delays and traffic congestion caused by this construction.
The construction project is currently underway along Harborside Drive, a crucial access route into the Port of Galveston’s cruise terminal complex. This roadway is typically crowded with cruise passengers and transportation services, especially on embarkation days. As construction alters the normal flow of traffic, motorists should expect to encounter partial lane reductions and possible bottlenecks.
Given the significant number of cruise passengers arriving simultaneously, travelers are advised to plan for extra time as these changes may lead to traffic disruptions, particularly during peak hours.
Both sailings will utilize Cruise Terminal 25 (CT25), though access to this terminal has now been impacted by the construction. Notably, direct vehicle movement between Cruise Terminal 28 (CT28) and CT25 has been suspended. Passengers are advised to strictly follow designated routes leading to the terminal area, as familiar routes may no longer be applicable.

Increased congestion at port access points is anticipated due to overlapping cruise departures, thus delaying progression through the area is likely.
